Abstract


Problems in recording mineral deposit resources in terms of their development and protection.
A b s t r a c t. The System of Management and Protection of Mineral Resources in Poland, named MIDAS and the Balance of Mineral Resources Deposits in Poland, are based on geological data from geological documentation of deposits, which were prepared at different times. The data on developed deposits are updated annually with resource inventory reports, and in the case of major changes – in supplements to their geological documentation. Data on resources and availability of unexploited deposits, both reserve and abandoned, are not subject to these procedures. Over time, they become outdated, most often due to land development, but also changes in the requirements regarding the quality of minerals or the insufficient degree of exploration. Therefore, they should be periodically verified. Such verification was carried out in the 1990s, but has not been completed. After more than 20 years, it should be carried out again, especially in the aspect of the required protection of mineral deposits by disclosing them in the spatial planning documents such as Studies of conditions and spatial development plans. An additional issue is the verification and assessment of the availability of resources documented in categories A+B in abandoned deposits, in particular resources classified as losses. The valorization of undeveloped deposits of rock minerals, which was carried out several years ago, showed the limited possibility of developing many of them due to environmental protection requirements. This creates the need to specify the duration of protection,
if their use is not currently expected, and the criteria for exclusion from protection. Based on the analysis of the geological documentation of selected deposits, attention was drawn to the above-mentioned problems and to the necessary scope of resources verification of selected groups of minerals. The necessary legislative actions were also presented , in particular, the advisability of returning to distinguishing resources and deposits of the so-called „off-balance sheet”, for non-geological reasons, i.e.: protection of other components of the environment or technical impossibility of mining or enrichment of the minerals. These criteria may be descriptive, but organized in the form of a glossary that allows the selection of adequate reasons.
